What kind of software do people use when creating fan art for worldofwarcraft money?

ive been dieing to create one that looks like one you'll find on the fan-art pages of worldofwarcraft.com
and i don't know how to make it look so clean, i love to free draw and im very good at it. I don't have pad for the computer to do it like that and don't want to spend alot of money for a program. Are there any buy prescription drugs online cheep programs you can buy or a download? or might there be something on my computer already?
