How to do a quest on World Of Warcraft with A Friend?

Me and my friend both bought world of warcraft and want to do quests together.
Sometimes we do, (as in, if I kill one, both our counts go up) but sometimes we don't. We go to the same buy drugs online person to accept the quest, we share the quest and we are in a group. What exactly do we need to do to ensure we can do a quest together?
